1. Why does Pavlok app require to activate the GPS every time you open it?

2. Why is this configuration not saved/predetermined and keeps asking every single time you open it?

GPS basically only works outdoors, so the Location Services also encompass certain features of Bluetooth and WiFi. These include what's needed to pair Bluetooth devices, in certain cases.
