Remote zap should work when Pavlok App is in the background

OK. Here's a video of the "Unlocked <--> iOS app <--> wearable" issue that I've been looking to drive a fix into. This shows how the app must be in foreground for the wearable to vibrate/beep/snap from the Unlocked api.
